rmdstestclient in ADS3.1.1.L1 can display nanosecond data. Prior versions can only display millisecond.

Could you please clarify what your "ADS3.1.1.L1" means here?
Where we could download it from?

It means Advanced Distribution Server (ADS) version 3.1.1.L1. rmdstestclient is a test tool provided in the ADS package. You can download the 3.1.1.L1 or later version package from Download Center in MyRefinitiv; Select Product Family: "MDS - Infra" and Product: "Advanced Distribution Server (ADS)".
