May I ask you to get in touch with your Refinitiv Sales contact, he /she will be able to provide you with a detailed response on this.
The above screenshot from the document basically talks about the number of API calls/second basis and the throttling policy suggests 5API calls/second but it is calculated based on per API key basis and the available platform capacity, if the platform allows then you will be able to consume >5API calls/second but it is unlikely that the platform will have the capacity to exceed the figure most of the time.
But with the adequate amount of testing from your end you will be able to arrive at a figure which may be greater than 5 as our platform can support >5 provided you perform adequate testing as this figure depends on no. of factors such as type of data you sending like incase you send common names like Mohammed and John smith the amount of data that would be returned is going to be huge so sending 20 such names per second may result in a 429 response code.
With adequate testing and retry mechanism in place, you can arrive at a comfortable figure that would enable you to send max no. of calls/second without running into issues.
