From the information from TREP support team, this issue only occurs with ADH 3.0.x and ADH 3.1.0 and is fixed in ADH 3.1.1.

The problem was addressed in this technical bulletin.

BACKGROUND

When utilizing Non-Interactive publishers (cacheType=sourceDriven), ADH has the ability to send a Blank Image response as a placeholder for items that have yet to be published. When the real item is actually published, ADH passes the new data to the subscribers (no re-subscription necessary).

Under proper operating conditions, if no real data is published, this Blank Image remains in cache for the duration of ageUnwatchedItemTime and is then closed sending the following to any Subscribers:

F11: Publisher Image Timeout

There is a problem with ADH 3.0.x and ADH 3.1.0 where subsequent requests for an item that already has a Blank Image results in the item being closed immediately – independent of the aging timer. All data streams for this unpublished item are closed and the users no longer receive the real data once published without re-subscription. This greatly diminishes the benefit of the Blank Image creation.

Note: This problem does not occur in ADH 2.6.x.

SOLUTION

This issue is fixed in ADH 3.1.1. Clients utilizing the blank image functionality should use ADH 3.1.1.
