What is the Eikon equivalent of old Datastream’s “Call StartProcessingRT” that allowed me to explicitly fetch data from Datastream and when execution moved to the next line of code, I could know for sure that all data has been fetched.

Please let us know the name of API you are using.
If it is COM APIs for use in Microsoft Office, this API supports asynchronous data request. The application needs to define callback functions to retrieve the data. For more information, please refer to Tutorial 2 - Real-time Data Retrieval - AdxRtList.
As I know, most APIs which supports real-time data are asynchronous.
