As per the documentation downloaded [ ReutersKnowledgeDirect ] .
As per section 51.3.9 in the document, To set proxy and maximum file size, we need to set few properties in app.config file.
As we are using java for connecting to API, we cannot find the file like that.
Please help me in setting these properties in JAVA code level.

The app.config file you mentioned is an XML configuration files used by .NET applications. It is mentioned in the TRKD doc because the TRKD example is developed in C#/.NET. As you are writing your application in java, you must use the java way to configure your proxy settings. The way to setup proxy settings of a java application is explained in the java documentation available on the Oracle portal (please follow this link that Mark provided in his answer).
